Display Energy
Certificates.

DECs show the actual measured energy use of a public building, based on 12 months of meter data. They are mandatory for public-authority buildings over 250m² and must be displayed prominently and renewed on schedule.

Who needs one

Public buildings over 250m²

Any building occupied by a public authority and frequently visited by the public — schools, libraries, leisure centres, council offices, NHS sites — falls within scope of the DEC regulations.

  • Annual DEC required for buildings over 1,000m²
  • 10-year DEC for buildings 250–1,000m²
  • Advisory Report valid 7 years (or 10 for smaller buildings)
  • Must be displayed in a prominent location
